AVASHORTCUT not creating a shortcut in the Enabler

I'm using the Package Builder wizard to create a cab install.  I am trying to create a shortcut in the Enabler at the same time, but it does not seem to be working. There doesn't seem to be any information in the on-line help.  Is there a minimum Enabler version for this to work? my WM5.0 device has a 5.3-60 Enabler
