How to add ASCII 28 prefix character

For Oracle DFI (smart scan) functionality we need to prefix all scan data with ASCII 28 (hex: 1C) character. On our older scanners using Wavelink configuration tool we would set Scanner > Common > Scan Handler with the value "A(0)[P\\1C]". We are adding Zebra TC70 scanners and configuring using the Velocity Console. Under Scanner we have added a Zebra scanner then under Basic Data Formatting we are attempting to add the prefix character. We have tried "\\1C", "\1C", "\x1C" and a variety of other things we could think of including the same string we used with Wavelink. It seems that no matter what we put in the prefix field is prepended to the scan data as plain text. How do we set the prefix to send the ASCII 28 character?
