VH10 - Bluetooth - Is there a way to push Bluetooth setttings using Wavelink Avalanche?

Using

• Wavelink Avalanche Version 6.1 SP1
• TelnetCE Version: 73220
• MOTOROLA WinCE Enabler Update Version: 5_3_59
• VH10 Windows CE 6.0

Is there a way to push settings to the VH10 that will force Bluetooth to Turn On and Enable the Bluetooth Scanner Service?
