why use device-specific enabler?

I'm working with Motorola MC55 devices and Avalanche SE.  I'm finding that the AVA package for the device-specific enabler has no configuration options -- is this the intended design?  If so, why would I choose to use that enabler instead of the generic enabler package, which has the expected enabler configuration options available to deploy?
